The role: Senior Planner

My client is recruiting for a Senior Planner, who will be responsible for a caseload of major applications, the discharge of planning conditions, section 73 and section 96a applications, foi’s and member enquiries. In addition, the role will support the council’s priority regeneration schemes and act as support to the lead officers in dealing with associated applications and attending meetings.

You will be expected to produce committee reports and present to the various council committees. In addition to the above you will be required to produce all forms of planning appeals (informal, written and public enquiry)



Ideally you will have/ be;

* Degree qualified town planner or RICS equivalent. Chartered membership of the royal town planning institute desirable but not essential.



Skills and Experience

* Experience in assessing and processing of planning applications for major developments.

* Experience of presenting planning applications to committees, public meetings and other forums where full discussion and consideration of a development proposal is required.
* Experience of dealing with planning appeals, written representation, informal hearing and public enquiry including compulsory purchase order enquiries.
* Competent and confident to lead negotiations with stakeholders and communicate clear advice on proposals
* Excellent knowledge and understanding of planning policy and practice and an understanding of a wide range of areas of public sector policy relating to town planning;
* Knowledge and experience of urban design principles and ability to assess design proposals;
* A thorough understanding of the development process from conception through to completion

Responsibilities;

* The post holder will provide high quality professional advice and direction on a wide variety of planning matters;
* Lead on pre-application discussions to provide advice on major development proposals, prepare and have agreed Planning Performance Agreements, process major planning applications and other applications including s73, s96a and conditional discharge applications, coordinate and lead on section 106 negotiations and associated legal processes; and support other members of the team on larger complex major applications;
* Support and work alongside other Principle Officers in the team on all planning aspects associated with the regeneration of the Borough’s four priority housing estates at Grahame Park, Stonegrove and Spur Road, Dollis Valley and West Hendon, including attending project review meeting and liaising with the Council’s development partners and their consultants.
* Actively co-ordinate projects and planning applications, adding value through providing constructive challenge to project scope and set up, and manage potential conflict with clients and senior stakeholders;
* To support and assist the Major Developments Team Manager in matters relating to the units functions as far as they apply to this post;
* To operate as an experienced specialist with detailed knowledge of development management and strategic planning;
* To prepare and agree accurate and timely reports, including for planning and other Council Committees;
* Attending and advising meetings of Council Committees and other formal and informal groups, and ensuring Members of the Council are able to make properly informed decisions on planning matters.
* To deliver responsive and high quality public services and effectively contribute towards achieving Re’s core themes, values, objectives and priorities;

* To support the Strategic Planning and Regeneration Managers with activities related to any of the applications and projects/programmes that may be ongoing, ensuring they are managed to corporate standards;
* Identify, support and work with stakeholders, internal and external and ensure regular communications to Members and Directors on the progression of development schemes and manage expectations;
* Develop successful and effective partnerships and engage with Government departments, regional bodies, strategic organisations, local community groups and partners to ensure corporate, strategic and service delivery objectives are met.
